Festival RulesArticle 1 - PURPOSE OF THE FESTIVAL
FESTIPAIX OF FATIMA is a film festival that promotes the culture of peace through the production of cinematographic works. Its objectives are to: - Promote talents in cinematography; - Accompany filmmakers in their achievements; - Promote the film industry in the country and the sub-region; - Foster exchanges between film actors in the sub-region and internationally; - Ensure the promotion of Central African cinematographic works; - To offer career opportunities to authors in this field. Article 2- ORGANIZATION AND PERIODICITY The festival is organised by the Martyrs' Centre of Fatima and takes place every year on the dates set by the management of the said festival. FESTIPAIX OF FATIMA takes place in the parish of Our Lady of Fatima where the Martyrs of Fatima Centre is located. Some screenings will be held on the site of the festival's partners. Article 3 - THEME OF THE FESTIVAL The theme of this first edition is: "Peace, dialogue of cultures and religions". This theme will guide the directors through the different stages and the choice of the work to be proposed. Article 4 - CONDITIONS OF PARTICIPATION Only works completed after January 31, 2019 are eligible to compete. The duration of the above-mentioned films shall be between 10 and 25 minutes maximum. The works may be in French or foreign languages, subject to French subtitling available for the FESTIPAIX. Films submitted must be: - Resolution: 1920x1080; - Format: Mp4; - Sound: stereo. - Anything that is ProRes 422 is admissible. The works presented must not have been performed in theatres (except for premieres of other festival selections). It must be a personal work, must not be copied, must not contain material and/or content from third parties (in particular background music, a trademark, ...) which does not have authorisation for use. Advertising, institutional or industrial films are not allowed. Shocking, pornographic images and hate messages are prohibited. No registration fee is required. The festival does not pay rental fees on films presented in competition. Article 5 - REGISTRATION Registration starts on 1 October 2020 and can be done on the website www.ndfbanguifilmcentre.com or at the festival's e-mail address: contacter@ndfbanguifilmcentre.com by we transfer. THE DEADLINE FOR REGISTRATION IS 15 NOVEMBER 2020. GIVEN THE DIFFICULTIES OF INTERNET CONNECTION IN MANY AREAS, DEADLINE FOR PARTICIPATION HAS BEEN EXTENDED TO THE 20TH NOVEMBER 2020 Anyone who has difficulty registering online can get help from the Martyrs of Fatima Centre. For this purpose, it is recommended to bring the work on a support (USB key or hard disk). The film is submitted by the director with the following attachments: the synopsis of the film, the director's identity document and photo and the authorisation for the use of the film by the Martyrs of Fatima Centre. NB: An optional residency is offered for this purpose from 12 to 24 October 2020 from 8h30mn to 16h30mn. Article 6 - PROGRAMMING AND PRICES The films selected in competition will be screened by category in public one or more times during the FESTIPAIX. Several official prizes will be awarded for each work according to the decision of the jury: - The SIRIRI Grand Prix is awarded to the best film of the festival; - The Best Documentary Film Prize will be awarded to the best documentary film; - The Best Fiction Film Prize is awarded to the best fiction film; - The Best Actor Award for the best actor of the festival; - The Best Actress Prize rewards the best actress of the festival; - The Audience Prize rewards the film with the highest score from the audience attending the screenings at the FESTIPAIX ; - The Young Hope Prize rewards the youngest director. Article 7 - COMMITTEE AND SELECTION METHODS A selection committee, in relation with the Director of the centre and the Festival Director, determines the films selected to be presented in the official competition of the Festival. The decision taken by the selection committee does not have to be modified and cannot be appealed against. Only the selected candidates will be informed by e-mail. Successful candidates who wish to withdraw from the competition will be given seven days to write immediately after receiving the confirmation letter. Beyond this period, the directors and rights holders of the selected works undertake not to withdraw the films from the official selection in competition. A copy of the film used for the selection will be kept in the festival archives. Article 8 - CRITERIA AND TIMEFRAME FOR APPLICATIONS The festival is open to all persons of Central African nationality (Central Africans residing in the country and those from the Diaspora), as well as those of other nationalities residing in the Central African Republic who are at least 18 years old at the time of application. Minors under the age of 18 may participate with the authorisation of their parents or a guardian. There is no fee to apply for the Fatima FESTIPAIX. Each participant may enter the competition with only one work of his/her choice (documentary or fiction). Members of the jury, speakers and members of the organising committee of the FATIMA FESTIPAIX are excluded from the competition. The candidate undertakes to be the author of the film submitted to the organising committee. Otherwise, the Festival cannot be held responsible. Likewise, he/she must authorise the festival team to use his/her film in the context of a screening and any necessary steps for the communication of the festival. Participation in the FESTIPAIX DE FATIMA implies the unreserved acceptance of these regulations. Article 9 - INVITATION The directors and crew members of the selected films will have free access to all the events of the festival, which will take place from 9 to 12 December 2020. The festival will take care of the transport and accommodation of the winners from the hinterland with the help of the different partners. However, the prizes of the winners from the diaspora will be sent to them. Article 10 - DISSEMINATION AFTER THE FESTIVAL Producers undertake to authorise the non-commercial, free of charge distribution of the winning films at the 2020 festival. These broadcasts take place within the framework of image education actions carried out by the FATIMA Martyrs Centre beyond 12 months. These screenings are free of charge and throughout the territory of the Central African Republic. The winners of the festival, by applying, accept to have any production or distribution company related to their work also agree to extend the scope of the non-exclusive, transferable, fully paid and perpetual licence to the Fatima Martyrs Centre, in its various media and online platform, as well as for the purpose of additional screenings to raise awareness about the culture of peace. The Centre des Martyrs de Fatima will produce a documentary on peace in Central Africa which will be broadcast out of competition and will be the subject of debate throughout the festival. The organizers of the festival reserve the right to authorize the broadcasting out of competition of films related to the theme of the festival which will be invited to enrich the debates during the festival. Article 11 - TELEVISION AND INTERNET DISSEMINATION Participation in the festival implies the authorisation to broadcast on TV, radio and websites partners of the event and on the internet extracts of the film presented (extract limited to 10% of the total duration of the film provided by the candidate). Extracts of the same type may also be used for the promotion of the festival. Article 12 - The Jury The jury of FATIMA FESTIPAIX is composed of specialists in the field of multimedia, audio-visual and people working in the field of peace and dialogue, as well as those in the field of visual arts. Any decision of the jury through the festival's prizes is final. Article 13 - ENTRY INTO FORCE The provisions of these regulations come into force on the date of their publication on the official website of the festival. The Cinema Centre of the Parish of Our Lady of Fatima-Bangui in Avenue de la CEMAC BP:1427 Bangui/RCA will process the personal data, as the person responsible for them, that are provided by the participants and for the sole purpose for which they were collected, with the maximum guarantees of security and confidentiality. In accordance with current legislation, you are informed that the personal data you provide will be included in a file owned by the Responsible and whose purpose is the appropriate management of the participation of applicants in the FESTIPAIX OF FATIMA DECEMBRE 2020. Likewise, we inform you that we do not share your data with third parties, unless we are obliged to do so by law or if the courts or tribunals request us to do so. Without prejudice to the foregoing, you may at any time revoke, where appropriate, the consent given and exercise your rights of access, rectification, deletion, opposition, limitation and portability of your personal data, by sending a letter to the above parish address or by sending an e-mail to contacter@ndfbanguifilmcentre.com under the conditions established by the legislation. |
